Job Purpose:
The Department is primarily responsible for undertaking economic research and modelling projects at Malta Government Investments Ltd, in support of the Government’s strategic policy. A key area of responsibility is to provide strategic direction, leadership, and technical expertise to ensure high-quality economic research, analysis, and policy recommendations.
The Department is also responsible to provide advice on economic issues to the Government and the undertaking of specialized studies on economic and financial topics.
This is a senior management position and the incumbent is expected to be flexible and to contribute his/her time according to work exigencies
Key Responsibilities
- Lead the Strategic analysis and development unit and manage a team of consultants and analysts.
- Develop and implement the unit’s strategic direction, ensuring alignment with the organization’s objectives.
- Oversee the creation and execution of research programs and economic studies to support the company’s objective and needs.
- Foster collaboration with other departments, entities, senior management, and external partners, ensuring seamless integration of economic insights into broader decision-making processes.
- Supervise and produce high-quality economic research on key topics such as macroeconomics, microeconomics, policy analysis, financial markets, and econometrics.
- Provide expert economic analysis to inform strategic planning, policy development, and other key initiatives.
- Identify economic trends, risks, and opportunities that affect the organization and its stakeholders.
- Evaluate the economic impact of proposed policies, projects, and strategies.
- Offer economic policy advice to senior leadership and external stakeholders, based on evidence and analysis.
- Prepare reports, presentations, and policy briefs for stakeholders at various levels, including government officials, industry leaders, and international organizations.
- Represent the organization in discussions, conferences, and forums on economic matters, advocating for policies and solutions aligned with the organization’s mission.
- Mentor and develop team members to enhance their skills, performance, and career growth.
- Promote a collaborative and inclusive work culture, ensuring a high standard of research and analysis within the team.
- Establish and maintain relationships with academic institutions, think tanks, and other relevant stakeholders to promote continuous learning and knowledge exchange.
- Build and maintain relationships with key external partners, including policymakers, economic institutions, consultants, and researchers.
- Collaborate with international, regional, and national bodies on economic research and policy development.
- Represent the organization in international forums, presenting research findings and contributing to global economic discussions.
- Oversee the Economics Unit’s budget, ensuring efficient allocation of resources.
- Track and report on the unit’s progress towards achieving its objectives and key performance indicators.
- Ensure timely delivery of economic reports and research outputs.
Competencies
- Masters’ Degree at MQF Level 7 or an equivalent MQF Level 7 qualification in Economics Public Finance or Public Policy.
- Additional certifications or specialized training in economics or data analysis would be considered an asset.
- At least five years of experience in economic research and analysis.
- Proven track record of successfully leading professional teams and managing research projects.
- Experience in policy advisory or working with governmental and or international agencies is highly desirable.
- Strong business orientation in achieving the Government’s strategic objectives.
- Strong leadership, managerial, and interpersonal skills.
- Expertise in quantitative and qualitative economic research methods.
- Excellent written and verbal communication skills, with the ability to explain complex economic concepts to non-experts.
- Proficiency in economic modelling, statistical analysis software, and data visualization tools.
- Ability to think strategically and provide innovative solutions to economic challenges.
- Familiarity with global economic trends, policies, and international organizations.
- Analytical mindset with the ability to interpret complex data.
- Strong problem-solving skills and attention to detail.
- Ability to manage multiple priorities and meet deadlines.
- Proven track record of collaboration and influence in a cross-functional environment.
- Strong networking and relationship-building capabilities.
- Knowledge of specific industries (e.g., healthcare, energy, technology) would be an asset.
- Familiarity with international economics, trade policies, and macroeconomic indicators is beneficial.
