About the Role
We are seeking a dynamic and detail-oriented Senior Consultant – Business Development to
manage end-to-end tendering and bidding activities across Government and Development Sector
projects. The candidate will be responsible for identifying business opportunities, preparing bid
documentation, coordinating proposal submissions, and ensuring
Key Responsibilities
Tender Identification & Opportunity Tracking
• Monitor and identify relevant opportunities on GeM, CPPP, and State/UT e-Procurement
portals.
• Track RFPs, RFQs, EOIs, tenders, and consultancy assignments from Government
Departments, PSUs, Multilateral Agencies, and Development Organizations.
Bid Management & Proposal Development
• Manage the complete tendering lifecycle from opportunity identification to bid
submission.
• Review and interpret RFP/RFQ/EOI documents and prepare compliance matrices.
• Coordinate with technical teams for proposal preparation and document collection.
• Prepare technical and commercial bid documents as per tender requirements.
• Draft organizational profiles, methodology sections, project credentials, and other
proposal components.
• Ensure accuracy, completeness, and compliance of all bid submissions.
Documentation & Compliance
• Prepare and maintain tender documentation, supporting certificates, declarations, and
statutory documents.
• Manage EMDs, bid securities, performance guarantees, and other compliance
requirements.
• Maintain a repository of company credentials, project references, and proposal templates.
• Ensure timely submission of bids through GeM and e-procurement portals.
Business Development Support
• Conduct market research and competitor analysis.
• Support client outreach and partnership development activities.
• Assist in preparing capability statements, presentations, and marketing materials.
• Coordinate with consortium partners, consultants, and subject matter experts when
required.
Reporting & MIS
• Maintain bid trackers and opportunity pipelines.
• Generate periodic reports on submitted bids, win rates, and upcoming opportunities.
• Support management in strategic business development initiatives.
Required Skills & Competencies
• Hands-on experience with GeM Portal and State/UT e-Procurement Portals.
• Strong understanding of Government procurement procedures and tendering processes.
• Experience in preparation of RFP, RFQ, EOI, tender documents, and proposal
submissions.
• Excellent documentation, drafting, and communication skills.
• Proficiency in MS Word, Excel, PowerPoint, and PDF editing tools.
• Strong analytical, organizational, and time-management abilities.
• Ability to work under strict deadlines and manage multiple bids simultaneously.
Preferred Experience
• Experience in consultancy, research, development sector, infrastructure, IT, or
Government projects.
• Familiarity with World Bank, ADB, UN Agencies, and other donor-funded procurement
processes will be an added advantage.
