🌟 About the Role:
In this dual capacity as Strategic Business Advisor and Change Manager, you will lead the redesign and transformation of the Navy’s UGW workforce. This project will address critical needs around employment categories, workforce remuneration, and capability alignment to meet Defence’s strategic goals, as outlined in the Defence Strategic Review 2023.
You will collaborate with Navy leadership and Defence stakeholders to drive:
- High-level strategic advice for workforce transformation and remuneration.
- Comprehensive Change Management Plans and stakeholder engagement strategies.
- Development of workforce frameworks that ensure Navy personnel are future-ready, properly trained, and appropriately recognised.
You’ll have the opportunity to guide Defence through a period of transformational change, ensuring clarity, engagement, and positive outcomes across the workforce.
🔑 Key Responsibilities:
Strategic Business Advice:
- Workforce Transformation Strategy:
- Provide high-level strategic advice to define and deliver workforce transformation objectives for UGW capabilities.
- Identify challenges and opportunities, leveraging research and data-driven insights to recommend clear, actionable solutions.
- Develop and articulate workforce redesign strategies, aligning employment categories and capability structures with evolving Defence technologies and workforce demands.
- Remuneration & Workforce Assessment:
- Lead Work Value Assessments to support Defence Force Remuneration Tribunal (DFRT) and Employment Category Remuneration Review Committee (ECRRC) submissions.
- Prepare detailed business cases to support remuneration changes, ensuring Navy workforce salaries align with evolving skill sets, qualifications, and industry demand.
- Collaborate with Navy stakeholders to ensure transparency, fairness, and alignment across workforce remuneration outcomes.
- Strategic Policy Development:
- Support the development of workforce policies and processes, including updates to Navy Employment Categories and workforce frameworks.
- Align policies with Australian Navy Publications (ANP) standards, including ANP4113, ANP4117, and ANP5113.
- Stakeholder Collaboration:
- Work closely with Defence leadership and subject matter experts to gather insights, define scope, and align transformation efforts with broader Defence outcomes.
- Lead stakeholder workshops and consultation sessions to gain input, ensure clarity, and address challenges.
Change Management Leadership:
- Change Management Plans:
- Design and implement Change Management Plans to support UGW workforce transformation initiatives.
- Ensure change activities are structured, measurable, and aligned to Defence’s strategic priorities and timelines.
- Manage risks, issues, and dependencies to ensure smooth delivery of change efforts.
- Communication & Engagement Strategy:
- Develop Communication & Engagement Plans to inform, inspire, and engage Navy personnel throughout the transformation process.
- Create messaging and artefacts, such as internal presentations, intranet content, and stakeholder briefing materials, to drive understanding and buy-in.
- Tailor communications to address workforce concerns, expectations, and opportunities during the transformation journey.
- Workforce Transition Support:
- Ensure seamless workforce transition by providing change packages, addressing workforce concerns, and delivering clarity on timelines, remuneration updates, and new employment pathways.
- Build engagement strategies that empower personnel to adapt to the new structures confidently.
- Progress Reporting & Continuous Improvement:
- Provide regular updates and progress reports to Defence stakeholders, highlighting key milestones, deliverables, risks, and outcomes.
- Continuously evaluate and improve change management approaches, ensuring alignment with Navy’s evolving workforce needs.
🛠️ Required Skills & Qualifications:
✅ Strategic Business Expertise:
- Demonstrated experience providing high-level strategic advice on workforce planning, transformation initiatives, or Defence programs.
- Proven track record in Work Value Assessments, remuneration frameworks, and business case development for DFRT/ECRRC submissions.
✅ Change Management Leadership:
- Strong background in developing and delivering Change Management Plans for large-scale, complex programs.
- Experience designing Communication & Engagement Plans to support workforce transitions and change delivery.
- Ability to identify risks, issues, and challenges in workforce transformations and proactively develop solutions.
✅ Defence Environment Knowledge:
- Familiarity with Defence/Navy workforce structures, employment categories, and policy frameworks.
- Understanding of PROTECTED-level Defence processes and systems, including DPE/DSE environments.
✅ Stakeholder Engagement & Collaboration:
- Strong interpersonal and communication skills with the ability to engage senior stakeholders, manage expectations, and drive alignment.
- Experience leading workshops, consultations, and strategic planning sessions.
✅ Problem-Solving & Delivery Focus:
- Proven ability to manage complex, high-impact programs with tight deadlines and multiple deliverables.
- Analytical mindset with exceptional problem-solving, project management, and decision-making capabilities.
